Quick answer

A sub-account is one client’s workspace inside your agency plan. Starter includes 3. Unlimited and Agency Pro include unlimited. Rebilling at cost starts on Unlimited. Markup rebilling and SaaS mode are Agency Pro only.

Most HighLevel pricing questions come back to sub-accounts. This page covers what a sub-account is, how many each plan includes, how agencies use them, rebilling, and SaaS mode on Pro.

Figures below are from HighLevel’s public pricing page and its help center on October 8, 2026. They can change. If a number here disagrees with HighLevel’s live pages, use the live pages.

What a sub-account is

The agency holds one HighLevel subscription. Inside it, each business gets its own sub-account, which HighLevel also calls a location. A client’s contacts, conversations, pipelines, calendars, funnels, and automations live in that client’s sub-account, separate from the next client.

HighLevel’s agency sub-account article describes two uses. When you create a sub-account, you can mark it “This is my client’s account” or “This is my own account.” The second makes it your Agency Sub-Account, the workspace for your own business. On SaaS-enabled plans, it is also where SaaS plans, subscriptions, rebilling settings, and payment provider connections are managed. Client sub-accounts can be transferred to another agency when eligible. An Agency Sub-Account cannot.

How many each plan includes

HighLevel’s pricing FAQ says the main difference between Starter and Unlimited is the number of sub-accounts. All three plans include unlimited contacts and unlimited users.

Plan Price on the pricing page Sub-accounts Rebilling
Agency Starter $97/month, or $970/year 3 Not listed on this plan
Agency Unlimited $297/month, or $2,970/year Unlimited Phone and email at cost (no markup)
Agency Pro $497/month, or $4,970/year Unlimited, with automated sub-account creation Phone and email with a markup, as part of SaaS mode

You do not need Pro for more sub-accounts. Unlimited already has no cap. The FAQ says you can upgrade from Starter later, and a mid-month upgrade is charged the prorated difference.

How agencies use one sub-account per client

The usual setup is one sub-account per client business. Each client’s data stays separate, and you switch between clients from the agency view.

HighLevel’s feature permissions article says the agency can choose from more than 80 features to decide what each sub-account can see. User permissions inside the sub-account then decide what each person can use. A user can never have more access than their sub-account. The pricing FAQ also mentions a snapshot library of pre-built setups for industries such as real estate, dentists, and gyms. A snapshot is a starting point you load into a sub-account and then edit for that client.

Watch the add-ons. Several are priced per enabled sub-account, so they grow with your client count. HighLevel’s pricing page lists the AI Employee plans at $50/month and $97/month per sub-account, SEO at $79/month per sub-account, and the branded client portal app at $49/month per sub-account.

Rebilling

Phone, SMS, email, and AI usage are charged to your Agency Wallet first. HighLevel’s pricing guide explains that rebilling then charges the sub-account for the usage it generated, either at cost or with a markup.

  • Rebilling without markup is available on Unlimited ($297/month) and Pro ($497/month).
  • Rebilling with a markup is available only on Pro, as part of SaaS mode. The margin is set in the sub-account settings or in the SaaS Configurator.
  • On Unlimited, HighLevel’s email rebilling article says email rebilling only works with LeadConnector email at a fixed 1.05x, and the sub-account must have a payment method on file.
  • AI Employee usage can be rebilled only on Pro, according to the pricing guide.

Rebilling moves usage costs to the client. It does not lower them.

SaaS mode on Pro

HighLevel’s pricing FAQ describes SaaS mode as turning HighLevel into your own sellable software product. You sell subscriptions from your website, HighLevel creates the client account automatically, and usage such as SMS and email can be rebilled. The Pro plan card lists SaaS mode, automated sub-account creation, rebilling for phone and email with a markup, user and agent reporting, and advanced API access.

The agency sub-account article says SaaS plans and subscriptions are created and managed from your Agency Sub-Account, and client sub-accounts created through SaaS can be linked back to it. The feature permissions article says Pro agencies choose which features each SaaS plan includes.

SaaS mode is software. It is not a promise that anyone will pay you, and this page does not promise income from it.

Recommendation

Count your clients first. Choose Starter if three sub-accounts covers you, Unlimited if you will go past three or want to rebill at cost, and Pro only if you plan to sell the software through SaaS mode.
